Details

The Department of Energy and Climate Change (DECC) launched the non-domestic Renewable Heat Incentive (NDRHI) in 2011 to provide financial incentives to install renewable heating in place of fossil fuel systems.

The successor department (Business, Energy and Industrial Strategy) made reforms to the scheme in 2017 and 2018. They commissioned independent evaluation research to:

  • assess the effect the reforms had on the scheme
  • provide insights to support future policy making

This report synthesizes findings from research carried out between January 2017 and January 2023 by CAG Consultants, Winning Moves, Wavehill and University College London.

Research projects included:

  • surveys and interviews with non-domestic RHI applicants
  • interviews with installers
  • subsidy cost effectiveness analysis of the scheme

These findings are part of a wider evaluation of the RHI carried out by BEIS and its contractors which included work to assess the performance of the domestic RHI.
