This report documents how the Planet Long Distance Framework was changed to develop the Planet Framework Model, so it could be used to appraise the Leeds and Manchester extensions to the High Speed Two (HS2) rail network.
The Planet Framework model v43 is a tool used by HS2 to help forecast the demands and benefits of the new high speed rail network.
