This statutory guidance is for:

It applies to:

  • maintained schools
  • local authorities
  • academies and free schools
  • non-maintained special schools

This guidance supplements the national curriculum by specifying performance - P level - attainment targets showing progress in relation to pupils aged 5 to 16 with special educational needs (SEN) who are working at a level set out in the P level document in relation to a core or other foundation subject.

What legislation does this document relate to?

This guidance was first issued in 2007.

The Education (National Curriculum) (Attainment Targets and Programmes of Study) (England) Order 2013 provides for this guidance to be used by schools for assessing performance of pupils who have special educational needs and who are unable to be assessed under the attainment targets which relate to the national curriculum programmes of study, set out in the document entitled ‘The National Curriculum in England: framework document’ published in September 2013.
