The government commissioned this review in March 2015 as part of its commitment to stop modern slavery in all its forms.

James Ewins was asked to assess how far existing arrangements for the admission of overseas domestic workers are effective in protecting workers from abuse and exploitation, and to make recommendations.

The government is carefully considering the report’s recommendations and will announce its response in due course.
