OPSS enforcement actions 1 April 2025 to 30 September 2025

The Office for Product Safety and Standards (OPSS), the UK’s product regulator is part of the Department for Business and Trade, and exercises the powers of the Secretary of State in relation to a range of regulations. Our approach to addressing non-compliance by those we regulate, and potential product safety risks, is set out in our Enforcement Policy. This also sets out the approach we take to publishing details of enforcement actions.
The enforcement actions listed below were taken by OPSS from 1 April 2025 onwards. Further enforcement actions will be added periodically. Actions are grouped under the following headings: Construction Products and Product Safety.
Construction Products – April 2025
Business: TOUGHGLAZE (UK) LTD
Action taken:
Prohibition Notice dated 29 April 2025, served with immediate effect under Regulation 11(1)(a) of the Construction Products Regulations 2013, as applicable in England, Wales and Scotland.
Products:
Any products placed on the market as ballistic/bullet resistant safety glass, for use in buildings and civil engineering works, that cannot be determined to meet the specifications of designated standard BS EN 14449:2005, manufactured on-site by Toughglaze (UK) Ltd at Unit Dc1 Brockley Way, Ridgmont, Bedford, England, MK43 0ZY.
Breached regulation details:
Regulation 4(1) of the Construction Products Regulations 2013
Detail:
The Notice prohibits the supply of the above products, as upon request by OPSS, the manufacturer was unable to provide a declaration of performance for the product that was drafted in accordance with Articles 4 & 6 of the EU Regulation 305/2011.
Construction Products – May 2025
Business: KITE GLASS LIMITED
Action taken:
Prohibition Notice dated 28 May 2025, served with immediate effect under Regulation 11(1)(a) of the Construction Products Regulations 2013, as applicable in England, Wales and Scotland.
Products:
All laminated glass and laminated safety glass, intended for use in buildings and construction works, and described as “ballistic glass”
Breached regulation details:
Regulation 4(1) of the Construction Products Regulations 2013.
Detail:
The Notice prohibits the supply of the above products, as upon request by OPSS, the manufacturer was unable to provide documentation showing a suitable system of assessment and verification as well as a certificate of constancy of performance and therefore could not demonstrate conformity with the declaration of performance.
Business: KITE GLASS LIMITED
Action taken:
Prohibition Notice dated 28 May 2025, served with immediate effect under Regulation 11(1)(a) of the Construction Products Regulations 2013, as applicable in England, Wales and Scotland.
Products:
All thermally toughened glass and all heat soaked thermally toughened glass intended for use in buildings and construction works, except for the following:
- Clear thermally toughened and clear heat soaked thermally toughened glass, all thicknesses 4mm and greater
- Tinted bronze thermally toughened and tinted bronze heat soaked thermally toughened glass, 10mm
- Tinted green thermally toughened and tinted green heat soaked thermally toughened glass, 10mm
- Tinted grey thermally toughened and tinted grey heat soaked thermally toughened glass, 10mm
- Arctic blue thermally toughened and artic blue heat soaked thermally toughened glass, 10mm
- Low iron thermally toughened and low iron heat soaked thermally toughened glass, all thicknesses 10mm and greater
Breached regulation details:
Regulation 4(1) of the Construction Products Regulations 2013.
Detail:
The Notice prohibits the supply of the above products, as upon request by OPSS, the manufacturer was unable to provide suitable records of initial type testing for pendulum body impact resistance and therefore could not demonstrate the conformity of the product with the declaration of performance.
The manufacturer subsequently provided the required documentation. The Prohibition Notice was revoked on 7 July 2025.
Business: DELLNER GLASS SOLUTIONS LIMITED
Action taken:
Prohibition Notice dated 30 May 2025, served with immediate effect under Regulation 11(1)(a) of the Construction Products Regulations 2013 as applicable in England, Wales and Scotland.
Products:
Any products placed on the market as heat soaked thermally toughened soda lime silicate safety glass, for intended use in construction works.
Breached regulation details:
Regulation 4(1) of the Construction Products Regulations 2013.
Detail:
The Notice prohibits the supply of the above products, as upon request by OPSS, the manufacturer was unable to provide a declaration of performance for the product that was drafted in accordance with Articles 4 and 6 of the EU Regulation 305/2011.
The manufacturer subsequently demonstrated compliance with the Notice to the satisfaction of OPSS, supplying required documentation. The Prohibition Notice was revoked on 17 June 2025.
Business: DELLNER GLASS SOLUTIONS LIMITED
Action taken:

Detail:
The Notice prohibits the supply of the above products, as upon request by OPSS, the manufacturer was unable to provide a declaration of performance for the product that was drafted in accordance with Articles 4 and 6 of the EU Regulation 305/2011.

Prohibition Notice dated 30 May 2025, served with immediate effect under Regulation 11(1)(a) of the Construction Products Regulations 2013 as applicable in England, Wales and Scotland.
Products:
Any products placed on the market as thermally toughened soda lime silicate safety glass, for intended use in construction works.
Breached regulation details:
Regulation 4(1) of the Construction Products Regulations 2013
Detail:
The Notice prohibits the supply of the above products, as upon request by OPSS, the manufacturer was unable to provide a declaration of performance for the product that was drafted in accordance with Articles 4 and 6 of the EU Regulation 305/2011. In addition, the products were not manufactured in accordance with the correct factory production control tests as prescribed in the designated standard.
The manufacturer subsequently demonstrated compliance with the Notice to the satisfaction of OPSS, supplying required documentation, and implementing satisfactory factory production control tests as described in the designated standard. The Prohibition Notice was revoked on 4 June 2025.
Product Safety – April 2025
Business: ZHENGZHOUWENSUOSHANGMAOYOUXIANGONGSI (online seller, based in China)
Action taken:
Recall Notice dated 16 April 2025, served under Regulation 15(1) of the General Product Safety Regulations 2005, by virtue of Regulation 53(2)(d) of the Toys (Safety) Regulations 2011.
Product:
SOPPYCID Refillable Water Balloon
Detail:
The product presents a serious risk of injury due to magnetic flux over the allowable limit. Small, high-powered magnetic products can be easily swallowed and, when ingested, have the potential to cause serious internal injuries within the gastrointestinal tract.
The online seller is required to recall the product from end users. The online marketplace (Fruugo) removed the product listing.
