27 August 2025: Digital signatures for ABP importer declarations

1. Purpose

To inform you that Port Health Authorities (PHAs) may accept digitally signed importer declarations (e-signature) from 1 September 2025.

2. Background

The introduction of electronic signatures (e-signatures) for importer declarations covers animal by-products (ABPs) from both EU and non-EU countries. This update has been designed to streamline the import process.

The commodities in scope are:

  • bones and bone products, horns and horn products and hoof products intended for use other than as feed material, organic fertilisers or soil improvers (declaration GBHC141X)
  • untreated wool and hair, depending on the country of origin and intended destination (declaration GBHC586)
  • intermediate products (declarations GBHC144E and GBHC141X)

PHAs can establish a secure system with traders to check the validity of e-signatures. If there are any doubts about the signature’s authenticity, PHAs may ask traders to provide further proof and information.
