Rules based International systems (RBIS), managing conflict and building stability: objectives 2017 to 2018

Overview

The UK’s 2015 National Security Strategy and five-year Strategic Defence and Security Review commit the UK to “invest more in our alliances, build new, stronger partnerships and persuade potential adversaries of the benefits of cooperation, to multiply what we can achieve alone.” This includes building partnerships to strengthen, adapt and extend the rules-based international order and institutions, enabling further participation of growing powers. This helps us to project our global influence, as well as supporting the UK’s objectives under its Aid Strategy.

1. FCO objectives on RBIS and conflict stability

Our objectives under the Rules Based International System (RBIS), Managing Conflict & Building Stability are focused on relationships between States and through international institutions and frameworks, with shared rules and agreements on behaviour. Specific objectives are:

  • strengthening the efficiency and capacity of the United Nations, the world’s leading multilateral institution
  • strengthening the rule of law across Commonwealth countries, a worldwide partnership of diversity and shared values
  • supporting the International Criminal Court and other tribunals involved in global efforts to end impunity for the most serious crimes of international concern
  • tackling the drivers of instability and insecurity through increased support for tackling corruption, promoting good governance, and developing security and justice

2. Official Development Assistance and RBIS and conflict stability

The UK Aid Strategy has four strategic objectives. The FCO’s work under this programme supports all 4, but has a particular focus on strengthening global peace, security and governance. Activity under this programme works in tandem with projects supported by the cross-Government Conflict Stability and Security Fund (CSSF).

3. RBIS and conflict stability project objectives

Projects that are designated under RBIS and Managing Conflict & Building Stability primarily focus on the objectives above. The key workstreams include:

  • UN reform
  • strengthening the Commonwealth
  • international justice and war crimes
  • gender equality
  • women, peace and security
  • Prevention of Sexual Violence Initiative (PSVI)
  • responsible business

The majority of overseas projects are designed to tackle multiple issues. As such RBIS’ projects might involve supporting gender equality and prevention of sexual violence. RBIS therefore works closely with other FCO projects such as ‘Women and Girls’.
