NTE 2025/20: updated end user undertaking (EUU) and guidance

Introduction
The ECJU has updated the end user undertaking (EUU) form which must be completed for a standard individual export licence (SIEL), standard individual trade control licence (SITCL) or a licence to provide technical assistance.
This update includes changes such as our acceptance of digital signatures, the removal of the requirement to submit on a company letterhead, and the removal of the Annex A document. There is no longer a separate undertaking form for end-users and stockists.
These have now been combined into one form. We have also updated the form to reflect the questions on the licence application in LITE, so that we receive all the necessary information to understand and assess the export journey of the items.

There is a separate guidance document to assist with completing the new EUU form.
Notice of expiry of previous EUU template
The new EUU form should be used immediately. The previous version will only be valid if signed and dated on or before the 1st September 2025. These can then be used up to their date of expiry, which is six months from the date it was signed. Exporters will be required to use the new EUU form if signed after the 1st September 2025.
