Details
Fixed telecoms infrastructure is in the process of a once in a generation, multi-decade long upgrade. This involves multiple telecoms modernisation programmes including the Public Switched Telephone Network (PSTN) migration and, the closure of telephone exchanges.
As legacy technology undergoes modernisation, it may be necessary for Network Operators (NOs)/Wholesalers (WSRs) to make the decision to close some networks.
This Protocol sets out safeguards that signatories of the Fixed Telecoms Modernisation Charter will follow during the modernisation of any fixed telecoms networks. It sets out the steps they will take to ensure end customers, particularly the vulnerable and telecare users, are appropriately engaged with and safeguarded during modernisation.
