The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 involving substantial change to a permit from Northumberland County Council.

Northumberland County Council are applying to change this non-hazardous waste treatment facility to a Section 5.3 Part A(1)(a)(vi) – Recovery of hazardous waste involving recycling or reclamation of inorganic materials (encapsulation) installation with the old waste operations incorporated as a directly associated activity on the same site. The site will process 20,000 tonnes of hazardous waste per annum and will only accept one waste type- asphalt waste containing coal tar (AWCCT) which is derived from maintenance of road surfaces. The site will store a maximum of 8000 tonnes of AWCCT in two storage locations, consultees please be aware the storage was changed from 3000 to 8,000 just before the application was duly made, so the documents will still reference 3,000 (please see email from the 11/10/2021). The storage of waste will be assessed as part of our determination process and the documents updated with the correct storage quantities. These storage locations will be served by impermeable surfacing and a sealed drainage system. Emissions to air include a 52KW generator to power the treatment plant. The treatment plant itself is fully enclosed and will combine cement, water and pulverised fly ash to create cold recycled bound material for use as a product in the construction industry.
