This report estimates the National Minimum Wage's (NMW) impact during the recession (2008 to 2011), compared to 1999 to 2007.



This report from the Institute for Social and Economic Research at the University of Essex to the Low Pay Commission estimates the effects of the NMW during the recession years (2008-2011). It compares these with the effects estimated for the years before that, from 1999 (or 2000).

It focuses on 3 outcomes:

  • employment retention
  • changes in working hours among employees
  • the job finding probability of the unemployed
