The independent review into the legal challenges facing the Nationally Significant Infrastructure Projects (NSIPs) regime was launched in February 2024 following the wider government reforms presented in the Getting Britain Building Again paper, which was published in November 2023.

On 12 March 2024, Lord Banner KC was publicly appointed to lead this review and publish a report which would explore the causes of legal challenges brought against the NSIP regime, as well as the scope and options for improving the existing processes. The terms of reference set out the scope and objectives of the review.

On 28 October 2024 the report by Lord Banner KC into the causes of legal challenges brought against the NSIP regime was published and a call for evidence was opened seeking views on the recommendations.
