How do we apply?

1. Can we see details of the application questions or the application form?

The application window for the Muslim War Memorial fund will open on 10 June 2026.

A link to the funding advert and online application form will be accessible via the Apply here button on the Prospectus from 10 June 2026.

 If you would like to be notified when the application window opens, you can register your interest by emailing MWM@communities.gov.uk before 10 June 2026. Registered organisations will receive an email notification with a direct link to the funding advert and application form.

Eligibility

2. Is my organisation eligible?

The Who can apply – in detail section of the prospectus outlines the types of organisations eligible for funding. While MHCLG is unable to comment on individual cases, it will provide further clarification on eligibility where common questions arise.

3. Is a combined bid between multiple organisations possible?

Yes. Applications submitted by consortia will be considered, provided that one organisation is clearly identified as the lead applicant. The lead applicant must take overall responsibility for managing the grant, coordinating project delivery, and ensuring compliance with all funding requirements. All consortium members must demonstrate a clear and defined role within the project.

4. What can we spend the capital funding on?

Eligible capital costs may include design and planning fees, site acquisition, preparatory site works, construction and installation of the memorial, and consultancy services such as project management or art consultancy. Please refer to the Funding available section of the prospectus for further information.

5. What can we spend the revenue funding on?

Revenue funding may be used for activities such as promotion, publicity, and events that help keep key groups and the wider public informed, engaged, and involved during the delivery of the memorial.

6. Do you need evidence or quotes of the exact funding required?

You will need to provide a detailed cost breakdown and clear justification for the funding requested. However, you will not be required to submit documentary evidence or formal quotes as part of your application.

7. Should budgets be inclusive or exclusive of VAT, and is VAT an eligible cost?

If your organisation is not VAT registered, you should include all your VAT in your project costs. If you are VAT registered, only include the portion of VAT that is non-recoverable.

Funding

8. What is the maximum amount of funding that we can apply for?

£970,000 of grant funding is available, comprised of £950,000 for capital expenditure and £20,000 for revenue expenditure. Applications for less than the maximum available funding will be considered, however.

9. Will multiple awards be offered under the scheme?

Our intention is to make a single award to one successful organisation, or to a consortium with a clearly identified lead applicant.

10. Do I need to provide match-funding?

It is not a mandatory requirement. However, applicants will need to consider if their proposal is deliverable without match-funding.

11. Can we arrange a meeting to ask some questions?

To ensure an open and fair process, all applicants should refer to the prospectus and scoring framework for further details. We will not be hosting individual meetings during the application window.

12. Are there branding or communications requirements attached to the funding?

UK government should be acknowledged in all marketing and promotional material as the funding source. Requirements will be detailed for successful applicants in due course. In the meantime, general guidance is available.

Annex A: Application clarification questions and responses

1. Is the grant scheme affiliated with any particular organisations?

No. This is a government grant scheme which is not affiliated with any particular organisations.

2. In the Roles and Responsibilities section of the Prospectus, you have stated that successful applicants must be willing to engage with stakeholders and project ambassadors identified by MHCLG during the delivery of the project. Can you elaborate on who these might be?

The Prospectus, Scoring Framework and application form set out the types of stakeholders applicants are expected to engage with. During project delivery, MHCLG may identify additional stakeholders or project ambassadors with whom the successful applicant will be expected to engage and will be communicated as appropriate.

3. Are you expecting the tender response to include a chosen site, or would a methodology to find the site suffice?

We would refer you to the Scoring Framework document and specifically Securing the Site. To score highly in this category, you’ll need to provide specific evidence for example of how you will secure the land and necessary permissions.  You will need to consider therefore how you might provide that evidence in your application.

4. Are you also expecting the proposal to be submitted with a selected artist, or would a methodology to select an artist work?

We would refer you to the Scoring Framework document and specifically Artist selection. As the Scoring Framework, suggests, the artist does not necessarily need to be identified at the application stage. Providing a good explanation of the selection process will help you to score well in this category.
