This memorandum of understanding (MOU) sets out how the commission and the Higher Education Funding Council for England (HEFCE) propose to work together in:

  • formulating the regulatory policy framework within which they work
  • coordinating their regulatory operations

The MOU is intended to promote:

  • effective working and clarification between the commission and HEFCE
  • clarity about their respective roles and responsibilities
