Memorandum of understanding (MoU) stating the roles and responsibilities in developing a simpler licence exchange between the UK and Moldova, involving the:

  • Driver and Vehicle Licensing Agency (DVLA)
  • Department for Transport (DfT)
  • Government of the Republic of Moldova

From 1 August 2025, DVLA will begin accepting applications for licence exchange from citizens of the Republic of Moldova. This means eligible Moldovan citizens in the UK can apply to exchange their Moldovan driving licence for a UK equivalent without having to pass a theoretical or practical driving test.

The Republic of Moldova will also accept the exchange of UK-issued driving licences, including those held by Moldovan citizens who obtained the right to drive while residing in the UK.
