Details
As part of Homes England’s mission to drive regeneration and housing delivery, the agency has been undertaking a comprehensive programme of research aimed at strengthening the approach to economic appraisal and the measurement of social value. This has been carried out in close collaboration with the Ministry of Housing, Communities and Local Government (MHCLG), with the research aligned to the department’s appraisal guide and the HM Treasury Green Book.
The eighth paper to be published as part of this research programme focuses on the measurement placemaking impacts of commercial-led regeneration, building on a previous study on residential placemaking.
Given the data constraints and limited number of case studies, it has not been possible to reach broad conclusions about the type of schemes likely to generate placemaking impacts and the scale of these effects. However, the research provides supporting evidence of the possible positive role commercial-led development can play in delivering regeneration and that local property market displacement effects can potentially be mitigated through development with clear placemaking objectives.
