Long-Term Rough Sleeping Innovation Programme: Local authority allocations

The table sets out the authorities that will be delivering the Long-Term Rough Sleeping Innovation Programme, and its funding allocation over the lifetime of the programme, split by year. This is a total of 27 local authorities and authorities across London*.

These authorities have been selected for having the greatest long-term rough sleeping pressures across England - both in terms of high absolute numbers and high proportion of people long-term rough sleeping over the month. For the highest proportions, we have applied a minimum average amount of people sleeping rough long-term of 10.9 over the month, which represents the top 25% of areas. This is then worked out as a proportion of a local authority’s total number of people sleeping rough.

This list has been generated using the MHCLG Rough Sleeping Data Framework. A 12-month average of overall numbers has been calculated using data from December 2024 – December 2025.

*Given the unique issue of significant levels of cross-borough movement, London allocations have been pooled and paid to the Greater London Authority (GLA).
