Details

In December 2025, this government published A National Plan to End Homelessness, a cross-government strategy to get us back on track to ending homelessness. The strategy sets out how we plan to tackle the worst forms of homelessness, and includes a target to halve long-term rough sleeping. 

The Long-Term Rough Sleeping Innovation Programme will help achieve this ambitious target by investing £15 million, over 3 years, in areas that have the most challenging long-term rough sleeping issues across the country. 

The Programme will enable these targeted councils, working with local partners, to develop and deliver an improved system that provides more personalised and comprehensive support for people with complex needs with the aim to reduce long-term rough sleeping.
