Details

This guidance sets out the objectives of Stage 2 and expectations of the Employer Representative Bodies (ERBs) with regards the LSIPs approved and published in 2023. Updated Statutory Guidance supports the new round of LSIPs that started development in October 2025.

It is primarily for ERBs but may be of interest to:

  • further education colleges
  • sixth form colleges
  • designated institutions
  • independent training providers
  • higher education institutions
  • mayoral combined authorities and the Greater London Authority
  • local enterprise partnerships
  • local authorities

  1. Updated to clarify that this guidance is only now relevant to the implementation of the existing LSIPs and that it is replaced by the updated Statutory Guidance for the new round of LSIP development that started in October 2025.

  2. We have updated details on when employer representative bodies should publish progress reports. This is because of the pre-election period. The update is in section 3.3 of the guidance.
