Details
The standard licence conditions set out the obligations that licensees must comply with when carrying out licensed load control activities. Some conditions apply to both Load Controllers and Flexibility Service Providers (FSPs), while others apply only to one or the other, depending on the activities they undertake.
Together, the conditions establish a regulatory framework designed to promote fairness, transparency and cyber security. They support the operational and financial resilience of the market, protect the stability of the electricity system, and provide protections for consumers using load control services giving them the confidence to participate in consumer-led flexibility.
The draft standard licence conditions were published in the SSES Programme: Licensing Consultation setting out proposals on load control licence regulations and licence conditions by government on 10 December 2025, which closed on 18 February 2026, and the government response to this consultation was published on 7 August 2026.
We are publishing these licence conditions ahead of The Electricity Act 1989 (Load Control Licence) Regulations 2027 being laid before Parliament later this year.
