Levelling Up Fund Round 2: technical note
This technical note provides further information on eligibility and role of bidding authorities.
The second round of the Fund will look to build on the success of the first round, which saw £1.7 billion awarded to 105 successful projects across the UK.
The prospectus relates to the second round of the Levelling Up Fund only and provides guidance for potential applicants on areas such as eligibility criteria, assessment and decision-making processes.
The technical note sets out further guidance on eligibility, MP support and the application and assessment process for the second round of the Levelling Up Fund for Great Britain (GB) and Northern Ireland (NI). It is designed to support bidding authorities to complete the LUF application form.
This guidance should be read alongside the Levelling Up Fund application guidance and the Levelling Up Fund round two prospectus, which sets out the objectives of the Fund and how it will be delivered.

Updated to reflect the following changes: A change in the LUF Gateway criteria – we are requesting that non-public sector applicants looking to deliver in Northern Ireland provide a detailed statement demonstrating how their project will be delivered compliantly in line with subsidy and/or State aid rules. A change to how we reference the General Block Exemptions Regulations for all applicants looking to deliver in Northern Ireland. A change to the text where we confirm the status of the online application portal.
