DECC appointed Leigh Fisher, in association with Jacobs, to review the parameters used for analysis of the Levelised Costs of Electricity (LCOE) for all non-renewable electricity generation technologies, and to provide levelised cost estimates. Leigh Fisher used a range of methods for their review of existing DECC assumptions, including bottom-up and top-down approaches, comparator analysis, and their own project experience.
