     Updated to reflect that end of key stage 1 assessments are now optional following the introduction of the reception baseline assessment as the new baseline for primary progress measures.

Following the publication of the Curriculum and Assessment Review Final Report and the associated government response in November 2025, future assessment arrangements are under review in line with the relevant recommendations. Assessment arrangements for the academic year 2026 to 2027 will remain unchanged.

This framework supports the development of the national curriculum tests and is for contributors to the English reading KS1 national curriculum test. KS1 teachers may also find it useful.

It gives detailed information to ensure an appropriate test is developed, including the:

• content domain
• cognitive domain
• test specification
