This government response sets out how we are addressing the findings of the Office of Rail and Road’s (ORR) independent review of train operator revenue protection practices across the rail network.

It explains the steps already underway and the further actions planned to:

  • make fares simpler
  • improve fairness and consistency in how passengers are treated
  • strengthen prosecution processes
  • ensure clearer, more accessible information for passengers

The response also outlines how greater coordination and oversight will be delivered as the rail system transitions towards Great British Railways.
