The Independent Inquiry into Grooming Gangs was established in response to recommendation 2 of Baroness Louise Casey’s National Audit on Group-based Child Sexual Exploitation and Abuse published in June 2025.

The final terms of reference were announced after consultation on the draft terms of reference.
