The National Audit on Group-based Child Sexual Exploitation and Abuse (CSEA) was commissioned by the Prime Minister and the Home Secretary in January 2025, and formally launched in February 2025. This audit was carried out by Baroness Casey of Blackstock DBE CB.
This report documents the findings covering:
- what can be learnt about the scale, nature and characteristics of group-based CSEA
- consideration of drivers of this type of offending, including the role of ethnicity and culture
- the response to group-based CSEA at local and national level
The report sets out a number of recommendations to address issues identified in the audit.
