Public Health England (PHE) provides independent secretariat to the Independent High Risk AGP Panel and is in no way involved in the decision-making process of the panel.

The Independent High Risk AGP Panel has undertaken a review of the available evidence on medical procedures which do not currently meet the current World Health Organization (WHO) definition for high risk AGPs, as well as an international review of AGP lists in other countries with comparable healthcare systems. This activity has informed a summary of recommendations, which is supported by a background briefing document detailing the context for decision making related to risk of COVID-19.

Please note that whilst the systematic review is being prepared for academic publication, the protocol for this review is available.

The summary recommendations were finalised and agreed by the panel in early December 2020, ahead of publishing. For this reason, conclusions are not inclusive of emerging variants of SARS-CoV-2.
