Identifying and supporting young people at risk of NEET

This guidance provides a benchmark of good practice on how to proactively identify young people at risk of being not in education, employment or training (NEET) using risk factors and data.

It:

  • describes the contribution of different organisations within a local area, particularly local authorities, alongside education providers, and how they can work effectively together
  • sets out the benefits of adopting a risk of NEET indicator (RONI) approach
  • describes how a RONI approach can be delivered in practice

‘Identify and support young people at risk of being NEET’ sets out the overall approach to NEET prevention across local authorities and partners, helping young people stay in education and training until at least the age of 18 before moving into further learning or fulfilling work.

‘Using a risk of NEET indicator (RONI) approach: a practical guide for education providers’ summarises how education providers can use a RONI approach to identify and support young people at risk of becoming NEET, working with local authorities and partners, and support transitions into post-16 education, employment and training.

This guidance should be used alongside the statutory guidance on the participation of young people in education, employment and training, which sets out what local authorities and education providers must do to comply with the law.
