In our December 2023 Hydrogen Transport and Storage Networks Pathway, published under the previous government, we announced that the National Energy System Operator (NESO) would take forward strategic network planning for hydrogen transport and storage (T&S) infrastructure, with government acting as strategic planner in the interim.

Our Clean Energy Superpower Mission also highlights there is a need for a degree of centrally driven strategic planning of hydrogen T&S infrastructure, combined with elements of market-led development, to enable efficient, cost-effective and timely roll-out. Strategic planning can offer clarity and confidence to consumers, producers and infrastructure projects, supporting the growth of the hydrogen economy. 

This policy statement now provides clarity on government’s policy aims for NESO as it continues to build its hydrogen strategic planning capabilities, including NESO’s activities to deliver hydrogen strategic planning, how we will consider the outputs of NESO’s hydrogen strategic planning, and NESO’s development of other relevant products for hydrogen.
