The strategic case for HS2 was published in October 2013.

Since then the government has updated the evidence base which supports the strategic case to ensure the evidence for HS2 remains up-to-date. The report covers:

  • developments since the 2013 strategic case
  • the case for investment on the West Coast Main Line
  • how HS2 can support a modern economy

The document has 2 annexes.

The ‘Demand and capacity pressures on the West Coast Main Line: technical annex’ sets out up-to-date analysis of route capacity and train capacity issues on the West Coast Main Line.

The ‘HS2 and the market for business travel: technical annex’ explains how HS2 will improve connectivity and support a modern UK economy. It sets out the ways HS2 can increase opportunities for people and businesses to connect and trade, providing scope to increase efficiency and productivity.
