This report details the input modelling assumptions of the Planet Framework Model version 10a (PFM v10a). It details the assumptions made in forecasting, economic appraisal and air, highway and rail representation.

The PFM was created by HS2 Ltd to help calculate the demand and benefits of a new high speed rail network. This is one of a series of documents relating to the development of PFM v10a:
