Introduction

1. This circular provides details of the mid-year government contribution and overall expenditure limit for Discretionary Housing Payments (DHPs) for the financial year ending (FYE) March 2022 for local authorities (LAs) in England and Wales.

Background

2. DHPs have been available to LAs since 2001 to help claimants who may need additional support with housing costs.

3. The total DHP funding for England and Wales for FYE March 2022 is £140 million. We made the first allocation of £100 million in April 2021. This is detailed in circular HB S4/2021.

4. We are now allocating the remaining £40 million of DHP funding based on the total value of shortfalls (Local Housing Allowance), deductions (Removal of the Spare Room Subsidy, benefit cap) and expenditure on housing-related benefits, with an underspend strategy applied (see below).

5. Annex A provides the FYE March 2022 mid-year DHP government contribution LA allocations.

Underspend strategy

6. Firstly, we have continued to apply the percentage reduction to the nine LAs impacted by the underspend strategy for FYE March 2021 to ensure allocations are in line with previous years.

7. In addition:

  • we have written separately to LAs who spent less than 85% of their central government DHP funding in FYE March 2021
  • these LAs will see their FYE March 2022 mid-year allocation reduced by:
    • 20% if their spend was between 70% and 85%
    • 40% if their spend was less 70%

8. This funding has been reallocated to those LAs that spent more than 95% of their allocation for FYE March 2021 and who did not have an underspend reduction applied to their FYE March 2021 allocation.

Payment of government contribution DHP funding

9. The initial instalment of DHP funding was paid to LAs on 16 April 2021.

10. In accordance with the department’s standard DHP reconciliation and payment process, the final instalment of DHP funding will be paid in late November 2021.
