Introduction

1. This circular is to inform you of additional funding of £0.7million that will be allocated to local authorities (LAs) for the costs of supporting the administration of Housing Benefit (HB) fraud referrals.

Funding methodology

2. The methodology used in the calculations for the New Burdens Assessment for supporting the Single Fraud Investigation Service (SFIS) since 2014-15 has also been used in the calculations for 2019-20. This methodology was agreed in consultation with the Local Authority Welfare Steering Group (LAWSG).

Review of funding

3. The Department for Work and Pensions (DWP) has received feedback from across the LA community expressing concern that the current funding allocation does not meet the costs associated with supporting HB fraud referrals. Consequently, DWP agreed to undertake a review in consultation with 35 volunteer LAs.

4. Analysis of review outcomes indicated that, overall, current New Burdens funding for these activities is broadly accurate. It has, however, highlighted a wide difference between activity timings across LAs and does not necessarily accurately reimburse individual LAs for the amount of activities they undertake. As a result, DWP’s Housing Delivery Division is currently considering whether a more sophisticated New Burdens allocation methodology for this aspect might be appropriate for 2020-21.

5. Meanwhile, DWP has agreed to distribute the existing agreed funding (£0.7million) to LAs for 2019-20.
