Property Data Pilot questionnaire

HM Land Registry is conducting a pilot on behalf of the Ministry of Housing, Communities and Local Government (MHCLG). The pilot will explore the impact of digitalising and improving the access to the building regulations and highways data held by local authorities.
1. We need your input
To support this work, we are asking local authorities to complete the questionnaires below by 14 November 2025. The information you provide will help us to better understand how your building regulations and highways datasets are stored and accessed.
We understand that completing the questionnaires may require input from colleagues in different departments. Please share the hyperlink to this page with relevant team members to ensure all the questionnaire sections are completed accurately. We will collate all the responses when they are submitted.
2. What happens next
Our team will contact you if we do not receive a completed questionnaire. When all the questionnaires are received, we will compile the findings, to inform the recommendations we present to MHCLG.
3. About the property data pilot
The pilot will assess how digital access to building control and highways data could improve the homebuying and selling process. Potential benefits could include:
