In 2024-2025 the Office for Product Safety and Standards conducted an unannounced inspection programme of UK manufacturers of heat soaked thermally toughened glass (HSTTG). The sector was identified for regulatory intervention following intelligence gathering that indicated systemic failures of compliance. This was a significant concern due to the risk posed by HSTTG products should they fail, as they are used in settings such as commercial developments and high-rise buildings.

This sector regulatory report sets out our findings, including the market context, approach to our interventions, outcomes of our inspections, and enforcement actions taken to bring businesses into compliance with the law. Our work stopped the supply of non-compliant HSTTG in the UK and resulted in several businesses being prevented from selling the products until they resolved the issues identified. There have been marked improvements in manufacturer production and assurance practices due to our initial inspections and follow-up activity by our officers.
