This guidance sets out the step-by-step process for developing business cases for projects and programmes, based on the Five Case Model.

   The business case guidance has been updated in line with commitments arising from the 2025 Green Book Review. Two separate guides for project and programme business cases have been combined into a single document to remove duplication and make the guidance easier to use.
