DECC commissioned ICF International to review, update and rebuild the model used in the greenhouse gas inventory to estimate hydrofluorocarbons (HFCs) from the refrigeration and air conditioning industry. This research reviewed and improved the design of the model so that the model was rebuilt to more accurately and transparently reflect the UK market by developing emissions estimates based on stock estimates and specific parameters for each sub-sector. Additionally, key stakeholders were consulted to review and update the assumptions used in the model. This led to improvements in emissions estimated for 1990-2050 and provided a flexible and transparent model that can be used to inform policy and decision-making.
