This note explains the changes to clause 1 of the National Health Service Act 2006 (“the 2006 Act”), proposed by the Bill and sets out a response to the 18 questions posed by the evidence submitted by Peter Roderick, a public interest lawyer, in a memorandum to the Public Bill Committee in July 2011.
