This report was commissioned by the Office for Product Safety and Standards (OPSS) from Harlow Consulting. It details the evolution of the construction product regulatory landscape in the EU from December 1988 to July 2024, with four case studies to capture the industry perspective. Its main methodology was a Rapid Evidence Assessment (REA), consisting of a qualitative review of regulatory documents and wider academic, government and grey literature, supplemented by interviews with relevant stakeholders. It includes findings specific to regulatory authorities, manufacturers, construction product users, and testing laboratories. Its aim is to support OPSS in its role as the national regulator for construction products, helping to inform its delivery strategy and ensure the right evidence is available to underpin effective interventions and robust decision making.
