As part of the English indices of deprivation 2025 update, this rural report, produced in collaboration with Defra, considers how deprivation can manifest in a specifically rural context, how it may be quantified or measured and how this may be improved in future.

The purpose of this report is to document the process of this review, outlining how rural deprivation has been explicitly considered in the development of the IoD25.

Its primary aim is to explain the programme of work that was undertaken, the evidence and analyses that informed it, and the methodological outcomes that were incorporated into the IoD25.
