Details

The Energy Entrepreneurs Fund (EEF) provides grant funding and incubation support to enterprises to help them develop and commercialise low carbon technologies, products, and processes.

The then Department for Business, Energy and Industrial Strategy (BEIS) commissioned a consortium to evaluate the first 7 funding rounds of the EEF, which ran from 2015-2021 and awarded a total £72 million in grant funding to 156 projects. The specific aims of the evaluation were to:

  • identify the overall benefits and impacts of the scheme
  • assess the extent to which the scheme has achieved its objectives
  • assess the cost effectiveness of the scheme and whether it has delivered value for money
  • understand how implementation could be modified to optimise impacts, benefits and efficiency, including lessons learnt that can be applied to future innovation funding schemes and identifying whether the process was appropriate and proportionate

A summary of the evidence gathered is provided below:

  • analysis of management information
  • key performance indicators
  • depth interviews with EEF applicants
  • case studies
  • depth interviews with stakeholders
  • analysis of secondary datasets
