1. Information: Condition Improvement Fund (CIF) questions

Education Funding Agency (EFA) wasn’t able to answer all of your questions during our live CIF webinar on 17 November due to time constraints. To make sure you have the information you need, we have produced an additional CIF question and answer video presentation, which provides answers to the most-asked questions posed at the webinar and also submitted to the EFA enquiries service.

2. Information: updated performance data for the Youth Contract to the end of September 2014

We have updated and published data for the delivery of the Youth Contract programme for 16- and 17-year-olds to the end of September 2014.

We publish delivery data for the Youth Contract programme for 16- and 17-year-olds every 6 months.

3. Information: 16 to 18 course information

The Department for Education will ask post-16 providers to make information available about the courses they plan to offer, to help young people access details on the full range of education and training courses and opportunities open to them.

This will be used to create a national database, available from September 2015. The information will be available through web based portals, and presented in user-friendly ways to help young people make informed decisions about their options. To achieve this, the established online portal market will be developed and we will build on good practice that exists in the post-19 sector.

4. Information: EFA high needs students in the 2014 to 2015 ILR

With the R04 ILR return due by 4 December, we know institutions will be checking data in advance of making final data submissions.

We are taking this opportunity to remind institutions with high needs students of the guidance available in the ILR specification 2014 to 2015 (page 67) and ILR provider support manual 2014 to 2015 (pages 35, 46 and 81).

We continue to monitor use of the ‘Learner Funding and Monitoring type (HNS)’ with a view to allocating high needs place funding on a lagged basis in due course and to enable us to monitor the system as a whole.

5. Information: ILR data irregularity

We have now reviewed the recently received 2013 to 2014 ILR R14 data return, specifically comparing it to data received at R06 that was used in the calculation of institutions’ 2014 to 2015 funding allocations.

We will shortly be contacting the small number of colleges where there has been a significant decrease in the student number, to discuss the potential implications and next steps. We will be using 1 November 2013 as the reference date for this exercise.
