The Department for Transport (DfT) has produced this report to inform the government’s review of the Airports National Policy Statement (ANPS) and the Draft Heathrow Expansion National Policy Statement (HENPS), which provides the policy framework for decisions on nationally significant airport infrastructure.
The Heathrow expansion appraisal report (HEAR) presents an updated appraisal of the proposed expansion of Heathrow Airport through the delivery of a Northwest Runway.
The appraisal includes cost benefit analysis, and updates and consolidates the economic, connectivity and environmental analysis.
It draws on DfT’s latest aviation demand forecasts, revised appraisal methodologies and updated evidence on costs and impacts.
The appraisal replaces and supersedes the corresponding appraisal evidence that supported the 2018 designation of the ANPS.
The HEAR data tables provide forecasts of passenger numbers, aircraft movements and CO2 emissions by airport, with and without an additional runway at Heathrow.
