The draft Care and Support Bill creates a single law for adult care and support, replacing more than a dozen different pieces of legislation.
It aims to transform the social care system to focus on prevention and the needs and goals of people requiring care. It also includes a number of health measures, including the law needed to establish Health Education England and the Health Research Authority.
The bill provides the legal framework for putting into action some of the main principles of the white paper, ‘Caring for our future: reforming care and support.
