The role of the highways authority is to maintain, reconstruct and improve the highway in the interests of, and protecting the rights of, the public.

Diversionary Works are when a highway authority considers improvement works (often major improvements) are needed and it is possible that undertakers (utilities) apparatus running under a highway may need to be diverted.
