From 1 April 2026, functional controls for digital and technology spending are changing. Digital and technology spend controls are being removed and replaced with a more devolved approach, giving departments and organisations greater ownership of their assurance and approvals processes.
This playbook explains what the changes mean for you and how to work effectively under the new arrangements. It is aimed at delivery professionals, digital assurers, and other stakeholders across government.

The new approach is based on the Controls Report published by the Office for Value for Money alongside the 2025 Budget.
