Section 3 has been amended to clarify NHS Improvement's role in developing HEE, the signing off of the business plan, and that HEE's longer term planning will take account of the NHS Long Term Plan and People Plan. Section 4 has been amended to include the quarterly finance and performance meetings that take place in the run-up to the formal accountability meetings.
