This research was commissioned by the Ministry of Housing, Communities and Local Government to understand:

  • how national planning policy and guidance supports decision-making on the demolition or retrofit of buildings
  • how it is interpreted
  • how it is being applied in practice

​​This report was produced by Verian and presents the findings from research conducted between September and November 2024. It includes 13 qualitative interviews and 988 survey responses, including from those working as:

  • architects
  • planning officers
  • employees or volunteers at a civic society or community organisation
  • surveyors
  • engineers
  • planning consultants
  • environmental consultants
  • property developers
  • project managers in the building industry
  • academics
  • demolition contractors
