The Traffic Commissioner for the South-Eastern & Metropolitan Traffic Area decided:

  • the Operator no longer meets the requirements of Section 13A(2) of the 1995 Act – good repute and professional competence. Accordingly, Licence OK2011127 is revoked with effect from 23:45 on Friday 23 December 2022.

Scooby Limited and sole director Philip James Lynch are disqualified from:

  • holding or obtaining an Operators Licence; and

  • being involved in the management, administration or control of an entity that holds or obtains an Operators Licence for a period of two years with effect from 23:45 on Friday 23 December 2022 as provided for by Sections 28(1), (4) and (5) of the 1995 Act.
