Decision

  1. Pursuant to adverse findings under Section 26(1)(a), (b), (c)(iii), (ca), (f) and (h) of the Goods Vehicle (Licensing of Operators) Act 1995 and Section 27(1)(a) of the 1995 Act, J & J Freight Services Limited no longer meets the mandatory requirements of Section 13A(2) of the said Act – good repute and professional competence. Accordingly, the licence is revoked with effect from 23:45 on 4 July 2021.

  2. J & J Freight Services Limited and Joseph Taylor are disqualified from holding or obtaining an Operator Licence or being involved in the management, administration or control of an entity that holds or obtains an Operator Licence in Great Britain for an indeterminate period from 23:45 on 4 July 2021, as provided for under Section 28 of the 1995 Act.

Upon a finding that the former Transport Manager Mr Joseph Beach no longer satisfies the requirements of Section 13A(3) of the Goods Vehicles (Licensing of Operators) Act 1995 to be of good repute, in accordance with Schedule 3 of the said Act, so that he is unfit to manage the transport activities of an undertaking, Joseph Beach is disqualified from acting as a Transport Manager, on any Operator Licence for an indeterminate period with immediate effect. It is not appropriate to set rehabilitation measures at this time as he has not engaged in the regulatory process, but Mr Beach has liberty to apply for further details in the future.
